I received my Shelley Wave Plug US this week, but I haven't been able to include it in my network. I used the Smart Start QR Code which added the device details to "Provisioning", but after 10 minutes there was no change.

Behavior

My new Shelly Wave Plug US has been plugged into a socket 3 feet from the Hub for hours and still hasn't been detected.
I also tried manual pairing, but it's still not found by the hub via Z-Wave JS UI or the Home Assistant interface.

Other devices

- Silicon Labs Zooz Stick (ZST10)

- Leviton Dimmer (DZ6HD)

- Zooz Outdoor Double Plug (ZEN14)

I always used the manual Inclusion Mode on each of these products and had no problems networking them.

Has anyone else faced this problem?

If you're using SmartStart, after adding the device to the provisioning list, make sure to turn on the Activate switch. Only after activating it should you plug the device into a socket. Also before to start the SmartStart again you have to be sure that the device does not have the Node ID assigned.

The most common issue in cases like this is that the device may have been assigned a Node ID during the inclusion attempt, but the inclusion wasn’t completed. When this happens, no matter how many times you try, the device won’t be able to join properly. Here is the link to the article that is explaining this issue.

Since the plug uses the LED for both the output state and inclusion state, the indicator can be hard to catch in time to confirm whether the device is included or not. In these situations, the best approach with any Z-Wave device is to reset it to factory defaults. This will clear the Node ID, making the device ready for inclusion again.

While you're including manually pressing the S button as with the SmartStart you have to be sure that the device have no Node ID assigned. To select and start the inclusion or reset process on the plugs, make sure the plug output is turned off. The output must be off to access the menu for inclusion and reset.
