This is explained here: https://support.shelly.cloud/en/support/solutions/articles/103000221551-differences-between-lock-pin-and-restricted-login This page also states that "This feature can be enabled on Shelly App as well as from the Local interface of the devices. " and it shows a screenshot of the app. However, my app/cloud UI does not show the "restricted login" configuration option: As you can see, there's not "restricted login" configuration option. So Shelly needs to update the help page to keep it up to date with the recent firmware. Nevertheless I overlooked that the help text also states: "this feature is available for local usage of the devices. It is not enabled for cloud connected devices.
